What this PR does:
To debug Tempo or configure a different WAL file path, we need access to the WAL settings from the Tempo YAML file. This PR enables that by removing the "-" tag. This behavior is consistent with the blockbuilder module, where the WAL can also be configured.
It also removes unnecessary generator configuration for the single-binary 3.0 build.
