What this PR does:
Changes jsonnet in microservice mode.
This makes the configmap mount name static. Because it enables to decouple mount name from
overrides_configonly. Imagine we need to mount the configmaptempo-overridesthat is not even in jsonnet and created and managed by other process via k8 API .Which issue(s) this PR fixes:
