Support running the tests with Ruby 4#935

Previously attempting to run the Hatchet tests locally with Ruby 4 (which is now the default Homebrew Ruby version) would fail due to both the `Gemfile` version range limit, and the old excon version transitively pulled in via the outdated `timeouts-etc` custom Hatchet branch (which I've now rebased in the hatchet repo too). GUS-W-22060912.
