This goes together with hibernate/hibernate-release-scripts#46

Did not get the chance to test this today, will try tomorrow or on Wednesday.

The determination of "releasable" is in the release scripts, but
currently it boils down to having a Jira key in the commit message.

Did not get the chance to test this today, will try tomorrow or on Wednesday.

Local tests (including with a separate automation that only logs actions) indicate that this works correctly. I'll merge and backport so we can test in real conditions.
