[FEAT]: Data source for creating a remove token for self-hosted runners

Describe the need

As there is already a data source(github_actions_organization_registration_token) to create a token for registration of a self-hosted runner, it would make sense to have a token to properly remove them as well.

This would correspond to this api endpoint.
