Fixed phppgadmin's config location
Fixed phppgadmin's config default database to connect to postgres.
Fixed phppgadmin config for apache location, added different ACL to support apache's 2.4 changes
Fixed phppgadmin pluginmanager errors related to the PHP changes (creds to arjun-thakur thread at stackoverflow )
