This PR (relies on PR #417 as well) adds an output plugin to decode QR codes and call programs/scripts to handle the decoded data. Options added to have the daemon enable / disable decoding using SIGUSR1 and SIGUSR2
Relies on the Quirc library for handling the decoding.
Note: PR also includes the dpkg-buildpackage commit specified in #417).
