[Bug]: Services fails to load in 2.15.0 and 2.15.1 with opensearch_storage

What happened?

Services shows an empty list and the error "Error loading services: Failed to fetch services: 404" below it

Steps to reproduce

1. Install version 2.15.0 or 2.15.1
2. Go to the UI
3. See an empty list

Expected behavior

Service and Operations list should be populated.

Downgrading to 2.14.1 fixes the issue

Hi, I’d like to take a look at this issue.

Since this looks like a regression between 2.14.1 and 2.15.x, I’ll start by checking what changed around the services API path/handler for OpenSearch storage and whether the UI is calling an endpoint that no longer exists or is routed differently.

Please let me know if there’s already any known root cause around #3521 that I should look at first.
