Release of Python package to PyPI for KeplerGL version 3.0.0

Is your feature request related to a problem? Please describe.

It would just be nice to have a new release of the Python package to include KeplerGL version 3.0.0.

The current release on PyPI (0.3.2) is ~3 years old and only using KeplerGL 2.5.5.

KeplerGL version 3.0.0 is out for a while now, so it would be nice to benefit from it in Python.

I believe that we just need some testing on #2588 before we land it.

I'd like to draw your attention to a bug with the current 0.3.5 release of keplergl on PyPI. Saving an empty map as HTML and showing it on a browser window wastes a lot of screen space with blank white:

This also happens if I use 0.3.4, but does not happen if I use 0.3.2, so it seems to have been introduced as part of the effort in this issue.

I'll happily help you debug this if you wish.
