✨ ROSA: Reconcile ROSAControlePlane status

What this PR does / why we need it:

• Add 2 new fields to the ROSAControlePlane.status: ConsoleURL and OIDCEndpointURL status fields.
• Set Status.FailureMessage when cluster provisioning failed (unrecoverable state).
• Delay removing the finalizer from ROSAControlPlane CR until the cluster is fully deleted.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
