Update capibmadm cli tool installation guide

In CAPIBM book we have information about how to install capibmadm tool , Which is still pointing to v0.7.0 assets

curl -L https://github.com/kubernetes-sigs/cluster-api-provider-ibmcloud/releases/download/v0.7.0/capibmadm-linux-amd64 -o capibmadm

I think we need to do following things

• We can follow the CAPI book reference and format of clusterctl
• Add instructions to install tool on macOS
• Update release checklist to include a section about updating the capibmadm tool version after every new release
• Use the CAPI reference to create a generic link
