Cloudflare provider: option to disable/exclude comments management from external-dns reconcilation #6196

What would you like to be added:
Option to disable tracking and syncing Cloudflare DNS records comments. By default, it's set to "" via --cloudflare-record-comment="". This feature was introduced approx. 5-6 months ago, and, unfortunately adds some burden to our existent flow - we managed and manage records comments outside of external-dns.
Why is this needed:
To have an option to manage comments outside of external-dns reconciliation - in current implementation, external-dns (in sync and upsert modes) override comment to empty string, if it's not set via cloudflare-record-comment.
