feat: bump ReferenceGrant to v1beta1

ReferenceGrant has been promoted to v1beta1 but we are still using the alpha version. We should bump the API.

Bump `ReferenceGrant` to `v1beta1`

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
