Add RHEL10 + variants support

What would you like to be added

As RHEL10 has been launched it would be nice that there is support in Kubespray.

Why is this needed

Extend the current support matrix to:

• CentOS/RHEL 8, 9, 10
• Oracle Linux 8, 9, 10
• Alma Linux 8, 9, 10
• Rocky Linux 8, 9, 10

I checkout other variants, I think there are not very quick to release.

Rocky and alma 10 are GA, oracle linux is not.

Considering we removed support for rhel-family 8, I think we should consider this release blocking, in order to maintain support for two versions of rhel-family per release.

If the RHEL 10 (or related variants) pre-install version of Python falls within the range, then yes, we can consider it.

At this moment I do not see any support for docker-ce on Redhat (yet?)

Could you please clarify what is the criteria for OS support? Does it mean that it should pass the tests to confirm it works with kubespray and these tests haven't been yet performed?

Could you please share if there are already any known blockers for RHEL10 except docker-ce?

This limitation has been solved upstream
