Thanks for the fix and for narrowing this to the 24.03LTS metalink correction.

From my local debugging, switching to the corrected URL is right.
There is still a chance to land on a slower mirror, so the "a faster mirror" point in #13134 remains meaningful (CI uses Huawei Cloud CDN).

I am happy to merge this first and let CI run for a while to observe stability.
