Default branch is switched to a wrong earler minor version #277
Description
During release wave for 8.5 in multiple repositories it was observed that after release default branch is set to a wrong version.
Eg it should have been 3.13.x but default was set to 3.0.0 in mezzio/mezzio-laminasrouter. In other cases I've seen default branch set to 3.1.0 instead of like 3.17.0.
Logs did not indicate anything abnormal.
I suspect something like paginated branches list causing truncated sort.
