Refactor Seibu COP device honoring different chip flavours

Given the current state of Seibu COP device, we can actually start working on better OO implementations of the various chips. This will be eventually needed by Seibu Cup Soccer specific device, where its command maths diverges significantly wrt v2.

Additionally legionna.cpp and raiden2.cpp has COP mapping in their implementation detail, needs to be internalized into the base/V30-specific devices as well.

One odd thing to note: Denijn Makai actually has the same SEI1000 type found on Zero Team and Raiden II, rather than the SEI300 used by most other games in legionna.cpp. (Of course, Denjin Makai doesn't actually use that much of the COP...)

The same might be true of Godzilla, but I can't find a PCB photo of that.
