I reconfigured the patch build to run all build tasks to ensure we can build the extension on PHP 8.3 in evergreen. |

PHPLIB-1246
In addition to adding PHP 8.3, this PR extracts some of the static test variants to generated configs to avoid manually updating a number of build configs.
