Add trailing stop orders `activation_price` support for Rust

Support for trailing stop orders activation prices were recently added for production Cython:

- #2610 
- #2620 

This now needs to be implemented for Rust [crates](https://github.com/nautechsystems/nautilus_trader/tree/develop/crates).
