Upgrade docker/moby dependancies to v27

We need to upgrade docker libraries. It cannot be done automatically. See

• fix(deps): update module github.com/docker/docker to v27 #33757
• Bump github.com/docker/docker from 27.0.3+incompatible to 27.1.0+incompatible in /exporter/clickhouseexporter #34486

As far as I can tell only the snmpreceiver's is still broken after bumping to testcontainers 0.34.0 and docker to v27.3.1 everywhere.
