migrate ginkgo test code from repo openshift-tests-private

Per design of Openshift Test Extensions , we need to migrate QE automation code in repo https://github.com/openshift/openshift-tests-private. QE can work with developer in same repo

There are already so many cases, I hope they can be used, if someone has time to do this work
