Description of issue

TL;DR: Can I open a PR to add a new formula if the upstream repo doesn't meet the ">=30 forks, >=30 watchers or >=75 stars" rule?

I'd like to open a PR to add a new formula for shyaml-rs (license: MIT), which is a Rust rewrite of shyaml by the same author. Shyaml-rs is a drop-in replacement for shyaml. For people (like me) that have existing scripts that use shyaml, it's easier to migrate to shyaml-rs compared to migrating to a different tool like yq. I've written and tested the formula for shyaml-rs, and I have it working in my own tap. I'd like to contribute it to homebrew-core, but when I was reviewing the Acceptable Formulae docs, I saw this rule:

be known (e.g. GitHub repositories should have >=30 forks, >=30 watchers or >=75 stars)

The shyaml-rs repo has zero forks and two stars, so it does not meet that threshold. However, the old shyaml repo does meet that threshold (it has 56 forks and 768 stars). Apart from the forks/watches/stars threshold, shyaml-rs meets all of the other requirements (AFAICT). And the author of shyaml explicitly says (in the README) that users should consider switching to shyaml-rs. (Note: I am not the author of shyaml-rs or shyaml.)

Would it still make sense for me to contribute a formula for shyaml-rs?

The notability requirements exist because we have limited CI resources and need to ensure we're building packages with a meaningful user base. Since shyaml-rs is a new repo, it doesn't currently meet the threshold on its own, even though the original shyaml does. We'd recommend submitting the formula once shyaml-rs itself gains enough traction to meet the requirements. In the meantime, a personal tap is the right place for it.
