Install each project dependencies if js config used?

Since this is a project that has migrated to Vite+, it might be odd to use oxlint for testing in the first place.

BTW, Currently our CI does not install the dependency packages for each project, similar errors could occur at any time.

However, if we start running pnpm i for every project, it could negatively impact CI run times.
