CI appears to be failing after #24942. Haven't dug too deep but at least one failure is caused by a missing isort dependency on the doc check build.

May be some other issues as well

Actually the isort might be a red herring due to failed environment creation. Looks like an OSError originally in some of the logs which may have been on the Azure side.

Closing for now will see if it reappears
