Pandas version checks
I have checked that this issue has not already been reported.
I have confirmed this bug exists on the latest version of pandas.
I have confirmed this bug exists on the [main branch] (https://pandas.pydata.org/docs/dev/getting_started/install.html#installing-the-development-version-of-pandas) of pandas.
To pick up a draggable item, press the space bar. While dragging, use the arrow keys to move the item. Press space again to drop the item in its new position, or press escape to cancel.
Reproducible Example
In [2]: DatetimeIndex(np.array(['-130000-01-01', '-130001-01-01'], dtype='datetime64[s]')).strftime('%Y')
Out[2]: Index(['1972', '1970'], dtype='object')
Issue Description
wrong dates :)
