collator-protocol: Readvertise collations after peer disconnects

A validator that disconnects with an in-flight collation will never receive the collation even after reconnections:

T0: Peer A connected
T1: Collation advertisement starts C0
T2: Peer A disconnects and is backed off for 5 seconds
T3: Peer A reconnects
T4: Collation advertisement starts for C1
T5: Peer A receives C1
T6: C0 wasn't advertised
