Native desktop app to upload photos from a directory

This will mostly be a wrapped-up web app so we can build it for Linux, Windows and MacOS. Probably will use Electron unless there is anything newer that's lighter-weight. Native/node parts will be needed to monitor the filesystem for changes and uploading (and possibly doing client-side encryption). It should be packaged up to be easily installed through the relevant app stores.
