Gather facts about which choco packages are currently installed on the system.

Gather facts about which choco packages (with their versions and pin status) are currently installed on the system.

Describe Alternatives You've Considered

I would have to write my own custom Facter, which would help solve my problem, but then that wouldn't provide value to other customers.

Additional Context

The idea for this came from the desire for #357. If #357 is not implemented, this feature would make it easier to determine if a package is currently installed before applying conditions.
