Reanimate JRuby CI

Currently, pygments.rb has CircleCI-1.0 build script that no longer works since CircleCI dropped 1.0 support. Given that #189 adds GitHub Actions CI, it seems more straightforward to just add jruby to it. However, test_returns_nil_on_timeout fails o jruby, so some additional work is required.
