This uses the code of conduct used in Cirq, and includes information about how to notify the Quantumlib maintainers if necessary.
1) Add warning about being unable to accept AI-generated code. 2) Add more details about the contribution, development, & testing procedures 3) Point to the Google style guides.

And of course I had auto-merge turned on, which means I'll have to do a separate PR to fix this. Serves me right for working too fast …

This adds a few files like a SECURITY.md and SUPPORT.md.
It also includes edits to the contribution guidelines, including a warning about contributions of AI-generated code.
