Issue Description

Packer build fails. Chef fails due to inability to execute 'apt-get -q update' due to docker ppa failing to update. Then fails to 'create docker_service[default]', and finally fails 'FATAL: Chef::Exceptions::ChildConvergeError: Chef run process exited unsuccessfully (exit code 1)'.
