The versioning approach for rustfmt around minor vs. patch bumps has always been fairly nebulous. I've some thoughts on where we should try to go on that front, but for now, opting to stick with the typical model of bumping the minor version when there's something "significant". I also feel like knowing that let-else support is available from 1.6+ will be helpful vs. e.g. 1.5.4
