Add german translation / Adjust ProcessUnBlock() function

Fix #540

Description

• Apply suggestions from Error logs spamming multiple times #540 and the discord to the client check of ProcessUnBlock()
• Update plugin version to the current dev version (1.7.0)
• Remove duplicate SBR_VERSION define
• Remove whitespaces
• Add german translation for the sbpp_checker
