Description

Fix #850 Comms : You can Insert invalid STEAMID format in DB

Motivation and Context

Check issue to understand.
Also added the name of the target returning in error. Usefull to know who aren't a valid STEAM ID Format when using multi target filter.

How Has This Been Tested?

Joining on server with Steam ID pending.
Perform mute with multi target
Valid steamid get muted
User without valid steamid format return this error :

sm_mute @ct 1 test
