Cut release for manylinux 2_17

PR #472 updated the github actions release step image to use manylinux_2_28_x86_64 from manylinux2014_x86_64. The last version of connector-x that supported libc 2.17 was 0.3.2a2. Unfortunately, I will still be stuck on libc 2.17 for a while as CentOS 7 does not hit EOL until June 2024. This unfortunately makes connector-x unusable for me. Would it be possible to build both wheels until there are no supported major operating systems still using libc 2.17?

This library has been extraordinarily helpful in my perpetual quest to read and write dataframes as fast as possible and I really appreciate your work on this project.
