Consider deprecating then replacing evictor

Evictor is not maintained and has not had a release for 8-9 years https://github.com/stoyanr/Evictor.

We could deprecate in 4.3.x (currently in milestone phase) and replace in 5.0 later this year.

Maybe with caffeine's time based eviction https://github.com/ben-manes/caffeine/wiki/Eviction#time-based The expireAfterWrite() method seems close.
