Restore Framework version on Snapshot build

Due to spring-projects/spring-framework#33699, the main build is failing. Because there is no straightforward workaround, the snapshot build has been updated to use Framework's RC1 release, so that we can continue with regular development while the ticket is addressed.

This ticket should remain open until the Framework ticket is closed or an appropriate workaround is applied.
