Enabling python=3.13

Adding python=3.13 to make ngboost available for shap in Python 3.13 environments. See issue at shap's repository: shap/shap#3663

Updates of the dependencies are necessary due to the necessary python=3.13 support:

• scipy supports it beginning from 1.14.1 see https://docs.scipy.org/doc/scipy/release/1.14.1-notes.html .
• numpy add support starting with 2.1.0 see https://numpy.org/news/#numpy-210-released .
