Move transforms and sort to vector-datasource repo

The custom transforms and sort functions live in the TileStache fork right now. These tend to be coupled to the queries themselves, and make more sense to live along the queries, in the vector-datasource repo. We'll want to create a new python package in vector-datasource, and port the transforms/sorts there.
