Include PRA & Usability Testing resources in Play 1

Much like the FAR, the PRA could benefit from agile tech oriented guidance. Specifically, the PRA is relevant to soliciting users for Play 1.

It'd be great to see the USDS Playbook include fresh guidance on the PRA and User Testing or absent that link to resources that are already online, such as:

• User Research and The Paperwork Reduction Act: How to Get it Done webinar, see the video here.
• Usability.gov's Guidance on PRA

What are the common questions that should be answered in a resource like this?
