Issue 9428: increase repo maintenance history queue length

Fix issue #9428, increase repo maintenance history queue length from 3 to 25

For now, just increasing the queue length number. In future, when fixing #7923, the queue length will be combined with the keepLatestMaintenanceJobs configuration in maintenance job configmap.
