Remove unused DT_OPT

Whoops, should have bundled in earlier. This removes DT_OPT, which no longer needs to be set with the new base image

Or this can be done with pip:

uv pip compile --group lint > requirements-lint.txt
pip install -r requirements-lint.txt
bash format.sh
