Copter: add AutoRTL and/or DO_LAND_START for fench breach actions #30135

Copter has a few existing actions that it may take in response to a fence breach (see list on the wiki here). We should consider adding DO_LAND_START and/or AUTO_RTL as actions as well to allow the vehicle to follow a pre-programmed mission path home instead
