Document why parse_xdg_path requires absolute paths

Add a doc comment explaining that relative paths are considered invalid per the XDG Base Directory Specification, which states that paths in these environment variables must be absolute. Also rename parse_path to parse_xdg_path to make the XDG connection clearer. Closes astral-sh#17364
