Closes #17364

Extends #17365

…ectory`

Use a plain `parse_path` for uv-specific override variables (like
`UV_PYTHON_BIN_DIR` and `UV_TOOL_BIN_DIR`) that accepts both relative
and absolute paths, while keeping `parse_xdg_path` for XDG standard
variables to comply with the XDG Base Directory Specification.

Closes astral-sh#17364

Why special-case an empty string? Couldn't that usefully mean "the cwd itself"?

It's for consistency with the rest of our variables. People want to the ability to "unset" a variable using an empty value. I think you should use . to target the CWD.
