The `armv8l` architecture represents 32-bit ARM running on ARMv8 hardware. It uses the same instruction set as armv7l and should be treated as compatible. While the serde deserializer already recognized `armv8l` as an alias, the `FromStr` implementation did not, causing wheels with `armv8l` in their filename (e.g., `linux_armv8l`) to fail parsing with "Unknown architecture: armv8l". This is part of the fix for astral-sh#17375.

It looks like this was missed in #8881 and now that we fail if wheel tags do not match the target environment (see #16074), we do not allow armv8l wheels to installed in environments where the interpreter reports armv7l.
