symbol_as_target BCD keys were moved

The keys were moved in https://github.com/mdn/browser-compat-data/pull/26509

Need to update custom/tests.yml to take that into account. Currently, when running "add-new-bcd" the collector creates new entries. It should update the corrected keys instead.
