Update changelog for 1.5.0 release

@aaruni96 I just ran the changelog script to have a first look at what has to be worked on for the 1.5.0 release. However, running the action with argument 1.5.0 led to this basically empty PR. Doing the same (i.e. executing python3 dev/releases/release_notes.py 1.5.0) in my local clone instead resulted in some changelog being added. Do you have any idea what's going wrong in CI?

I ran the workflow manually with the branch from that PR and now the list is generated properly.

Once #5294 is merged, the release notes script should be run a final time. For most of the manual changes after that, I already added suggestions

This now contains all the manual changes, and just needs someone to look for obvious errors.

(This already assumes that the release is on Thursday the 11th.)
