Are there any more "other items"? If not, we can close this issue as "done", because the VTK upgrade is already on the board on its own.

The only other thing is the bazel version upgrade, which I was planning on getting a PR up for today (though that can be a standalone issue).

They are making 8.3.1 since I guess 8.3.0 had some glitches. I wouldn't upgrade to 8.3.0.

Interesting... well in that case we can skip the bazel upgrade and close this issue.
